I agree with you a hundred percent. Not only is it necessary to change the courts, judges, etc, but also the prison system.
I lived for many years in Europe and nobody is homeless due to a lost lawsuit nor it is so easy to see corrupted courts. And the Prison System is not to add frustration to prisoners, but to show them the right path; far less to place a stigma forever on them--what you called "damage society".
I think America has to change many things if the country has to survive as a real-world power.
It is not possible to be forever a giant with mud feet --a way of saying, a giant with a corrupted system of Justice.
